When the Central Invoice Register comes into force?

The Plenipotentiary of the Minister of Finance for Informatization informed the public opinion that the Ministry of Finance is working on the Central Invoice Register, which is to be launched in 2021. Although the concept of its launch had already been discussed earlier, no work on its implementation was undertaken.
Using the ministerial web platform, entrepreneurs will be able to send e-invoices to each other. In the first stage of operation of the Central Invoice Register, its use will be voluntary, but when the solution proves successful, it will become obligatory – informed the attorney.
The assumption is that each entrepreneur will receive an individual account in the platform allowing the integration of the financial and accounting system with the Register and sending and receiving electronic invoices. The condition for this is access to the Database 24 hours a day without any restrictions and clearly defined regulations in case of platform failure. Unfortunately, the Ministry has not yet informed about the legal and technical details of the new solution.
The Central Invoice Register will allow the Ministry to analyze the correctness of the issued documents, while tax officials will gain access to the issued invoices from both the sales and the purchase side. The aim is to simplify controls, and the obligation to generate JPK FA (Standard Audit File for Tax , SAF-T Invoice) at the request of the offices is to be removed from entrepreneurs. In addition, the platform is to enable the buyer to check whether the seller’s bank account on the invoice is on the white list.
We’ll monitor the work of the Ministry in this matter, counting on officials to listen to the entrepreneurs.
